Prabh - have a question regarding Question 1: Is packet filtering only checking for packets and not the ports since its Layer 3? Normally Layer 4 firewall looks at ports isnt it ?

Financial information would talk about financial health of organisation, its loans, borrowings, debt, earnings EBITDA etc. Now compare this with PII especially PII of customers, you are bound to various contractual obligations such as Confidentiality Agreement, Non-Disclosure Agreement wherein you are signing the dotted line to implement technical safeguards to protect customer data and sometimes, even contractual violations could lead to fines and penalties. Hence, in this particular question we shall go with PII choice as the risk and impact is much higher than other options.
