The tank destroyer uses a type of flak ammo that explodes close to the target. Similar to the one used by the flak trooper. With that established, the ammo itself does not have shrapnel. Common flak destroys its target by literally piercing it until it's destroyed, however the tank destroyer has a uniquely engineered ammo design. The flak from the tank destroyer was developed to expand and surround the target in a cloud of magnetically charged chemical compound that attacks (removes) the free ions in metal, making it non conductive and brittle, like glass. It also contains large half inch diameter steel balls that break the brittle parts as more shots are fired. You would see heavy damage on the first shot, then parts breakng and flying on secondary shots. The chemical compound does not affect humans directly. The dust cloud however makes for a breathing hazard and humans near the explosion may get concussion from the heavy steel balls that don't travel fast because they are heavy, similar to someone throwing you one for you to catch and it lands on your head.
The actual reason is that the warhead damage system is the in game representation of the fact that tanks are disadvantaged against dug in infantry in real life combat situations. The TD is armed with a slow firing cannon that shoots sabots designed to shoot tank sized targets, not infantry. The sabots would miss so many times before successfully landing on infantry. The health system is therefore more like a luck system. Infantry die when luck runs out after being shot be inaccurate, if powerful, tank sabots.
According to Rules.ini from both vanilla and YR, TD fires 'Sabot' which I assume to be APFSDS; a small and long dart-shape submunition fired from a large high-pressure cannon designed specifically to defeat any extra layer of armor likes space armor or explosive reactive armor. The Sabot is lethal against MBT or any heavy armor vehicle, however, unlike the AP that preceded it, it's just a long metal dart with small fins to stabilize as the gun barrel lacks rifling. Yep, it's not even supposed to have that explosion on impact in the first place as the shell has no explosive filler, and since most APFSDSs travel at hypersonic speed, having a visible projectile is quite inappropriate, so the TD's weapon should behave likes Titan from Tib Sun. As for why it's struggle so much against infantry is not because it can't harm human skin, but more likely that the Deutschland's Finest misses his shot against stationary target in open. And with the limitation of the game engine, regardless of your weapon accuracy, you can't just miss and says, "it missed", so to compensate this factor, the dev went with damage against certain armor type nerf instead.
The Deutschland's finest, elite tank destroyer, and the infantry camper, elite sniper. These two were the mightiest to remain, and locked horns in combat. But there would be no victor. Legend says they are still locking horns in combat till now.
If you're a modder or tinker with rules.ini, it's a funny emergent joke because Infantry armor are 3 levels: No Armor (most infantry), Flak Armor (some infantry), Plate Armor (heavy infantry and commandos). The GI and Initiate has No Armor. The Conscript has Flak Armor.
The only real situation I can think of when a tank have hard time killing infantry is if they are only armed with APFSDS rounds and nothing else, but even then any hit would vaporize any infantry even if it's just a grazing shot .
Man flak troopers suck. I know it's not what they're for but... damn, I would have thought bazooka thing would work better against tanks than assault rifle.
