23:20 Having watched enough Lock Picking Lawyer & Bosnian Bill it would be easier to pick the lock than saw through or use bolt cutters. Plus you can then lock it up after taking it off leaving no damage on the clamp.
If you've already got the tools and skill it is easier to pick the lock, but it can take months to develop the skills, and you may have to wait for the correct tools to be delivered. I'm not sure what type of lock is holding the clamp on, but the LPL does mention that locks being in awkward positions make them harder to pick.
You'd have to be on your knees in the wet and cold to pick this lock at an awkward angle.
