Sometimes the pilots just tether the balloons if it's to gusty for the shape to fly, or if they are involved in the nightglow later on. It does fly though :)

Often times they prefer to tether to get media coverage of the brand. As more eyes and cameras will snap a balloon up close tethered in front of thousands instead of a few looking up in the sky at a distance.
