Those pings were anonymous 911 calls saying the explosion was for the puppet master, earlier in the day before the tsunami wiseguy, shotz and 2 others were doing a contract and police response was strong. The cops started mag dumping the contract car and the interference cars ending in 2 arrests. This was a set up saying if you want to raise the heat we can too.
There are no puppets currently other than the devs themselves. Puppetmaster is played by GTAWiseguy. Big M is a puppet who helps with certain missions assigned by the Puppetmaster. Also played by GTAWiseguy. Razor is a puppet who helps with certain missions assigned by the Puppetmaster. Played by Dwjft, the same guy who plays Dean Watson. I think there are a few more but none are just regular players. The Midnight Club is a group of racers who work to police the racing scene and punish unruly racers, make deals with the police, attack the police for breaking deals and so on. Several members of the Midnight Club are candidates for Puppets who do missions for the Puppetmaster. These include Mary Munchkin, Tony Corleone, Eddie Marshall, Randy Bullet and even Charles Johnson back in the past. You can think of these people as enforcers. Good racers with a high number of races and wins under their belt are called up by PM to undertake a PM initiation race to be considered a candidate and they do various missions all so they can become a Puppet. The lore is that the PM is a mysterious person with Puppets all over the world not just Los Santos and he is the leader of the Racing scene globally. He is the one who made the Racing app.
There are Pupets that are devs and there are other pupets that are top teir racers like Mary, eddie, Randy and chawa ( Those are the main enforcers that maintain the racing scene )
He told it to the police in a way that sounded like the police aren't the reason the heat is rising on both sides. Instead, he made it sound like the racers are raising the stakes out of nowhere, leaving police responsibility out of his comms.

I'd give him benefit of the doubt after messing up the first one, but after two times...
Vinny/Goofy/Tommy/Eddie were boosting and the police opened fire on them and arrested Goofy + Tommy (apparently a cop got ran over at some point), The group met up and decided they needed to send a message to the police that they shouldn't be sending 10 cars against a B class boost when the boosted car has no chance to escape even a CVPI
