Phenol and toluene both have a lone pair on oxygen and ch3 which is completely localised over the benzene ring .
That's why they are also basic .
Phenol is more basic than toluene due to OH-
Both are EDG.
Toluene electron donating and phenol also electron donating
Both are EDG because E.N of o is more than H in phenol and E.N of c is more in toulene
Both have edg group .
