What you are describing is technically still a push system because of lack of demand. You will still produce finished goods inventory at the end of the line, but will reduce WIP because you are applying the pull principle to build the FG stocks.

make to stock long lead time ?
If there are huge buffers due to the push system, make-to-stock can have long lead times which will include the holding time of inventories.
