In a narrow channel for example, a fishing vessel crossing which is required not impede the passage of a pdv passing through a narrow channel has not followed her obligation as per rule f (1) and then ROC exists as per Rule f(2) follow the sailing and steering rules, so does this mean that the PDV will be the give way vessel as per Rule 18? is it also correct to say sir that this is not a crossing situation since rule 15 only apply to 2 pdv? please clarify sir and thank you very much! Hopefully you could also give us more details regarding Rule 8 F(1) to F(3).
