There’s only a set number of each card in the shop for all the players to buy from. By buying the Leroy, there was now a slightly smaller chance that opponents would see a Leroy in their shop because he took one out of the shop pool

15 copies for Tier 1 minions
15 copies for Tier 2 minions
13 copies for Tier 3 minions
11 copies for Tier 4 minions
9 copies for Tier 5 minions
7 copies for Tier 6 minions
5 copies for Tier 7 minions
The post was made in 2023, Blizzard could have changed it up. There is an in-game tip that says there are 7 tier 6 minions so I think that one is for sure accurate.

Because Spells are not a mechanic they are more like minions. Those will never leave and are core to the game
