I used to be a national top swimmer in my age class back in the days and at 16 I had hard times to swim this time... in FREESTYLE! This performance is just out of this world. You could compare it to hurdle sprinter being as fast as a flat sprinter on the same distance... I have no words.

Good question. Probably because in general officials are biased toward pro swimmers and afraid of the controversy of DQ-ing an elite level athlete. Since Esposito wasn't really benefitting from this kick he wasn't really flutter kicking, it was probably allowed.
