For the C layout, you actually ideally use the human and mantis to board until you get another mantis. At least, that's what Mike Hopley recommends, and he's basically the king of FTL.
to clarify, FTL Adventures is technically over but is continuing via web comics. The design of Turzil actually is used when you find him him FTL Multiverse and a lot of FTL Adventures "canon" is put into Multiverse, then again given Multiverse takes the idea of multiple universes and continuities, everything is on the table LOL
It's well known in the community that Fed C is a weak ship. It's one of the most vulnerable ships early on. The one thing it has going for it is four starting crew to board with, so the main way to get better at Fed C is just getting really, really good at boarding technique -- of which there's a great deal to learn. Actually all the Fed ships are weak. Artillery is just too slow to be good and the upgrades are expensive. It's frequently overvalued by newer / less experienced players. Crew and blue options are nice, but no substitute for weapons and systems. Fed A especially can have trouble with enemies running away, or just repeatedly taking Leto missiles into weapons before it can fire. A & B both have great weapons to build on, but until you actually get another weapon, that's just potential. And potential doesn't win fights or keep you safe. It's a bit like Mantis B, which is a more extreme example of "potential". A four-tile teleporter might as well be a two-tile teleporter when you only have two crew, and Mantis can't fix anything to save their lives, sometimes literally.

The flak artillery has the advantage of pairing well with most weapons, one shot is going to take out the shield on anything. The problem that it's anti-synergistic with the rest of the ship. The ship doesn't have any other weapons to pair it with so your relying on boarding at the start of the game hoping to upgrade your shields and not get bonked by a missile. The fact that it only has one system slot prevents it from being the flexible jack of all trades type ship they seem to have been going for. 90% of the time it's best as a boarding ship and the flak is only relevant against zoltans and the boss ship. The ship belongs in D tier (maybe the bottom of c tier) but it does deserve the award for most wasted potential.
I like the Fed cruiser, but I have found the artillery system a little unreliable. I have done a full flak run with Fed C though: four Flak I plus fully upgraded flak artillery. I think I might've managed a pre-igniter that run too. It was !!FUN!!
it's kinda messed up with the fed C that with the teleporter and arguably useless flak artillery taking up two whole system slots, you only have room for one defensive system. you can only have one of hacking, cloaking and drones to help keep you alive into enemy missiles- which you are absolutely going to be tanking a bunch of, given your weak starting offense and the fact that crew kills take time even with two mantis.
IMO, flak artillery is just as good as beam artillery, it can bring down shields for other weapons while still dealing damage. If you’re feeling silly, you can use it to build the FLAKKEN!
Fed C suggests you use Zoltans for boarding, but it's better to leave them keeping power. I do believe that none of the Federation ships should be S tier since they eat up a system instead of having the usual Mind Control, Hacking, Cloaking setup for flagship. Basically making the flagship phase3 a little harder than usual. Except for boarding FedC :b

How do I unlock this ship can someone please advise me Reddit says it has to be unlock using engi some says can be unlocked using kestrel, other says to defeat the flagship or some rebel Construction not sure
So, the easiest way to unlock it is to head to a rebel stronghold sector. If you fly around, you should eventually get a special event where you fight an under-construction rebel flagship. If you beat it, you unlock the federation cruiser

The mantis war really sparked my interest and made me think of Cave Johnson from portal 2 about the mantis DNA experiments.
I had realized too that some mantis even support the rebels, which I put two and two together that most of them are butthurt about what happened.
Kestrel Adventures is great. Highly recommend you to watch it

I'm fairly certain beating the flagship with any cruiser doesn't unlock this ship. It's supposed to be the Engi cruiser.
