    But prof, what if there is no expert available for a problem because that problem occurred years ago, and the person who solved it is no more with the organisation? I think collect approach can only help in this scenario. So I think in any setting, the right combination of collect and connect approaches is important. Please enlighten me if I am missing to understand something here.

    reinventing the wheel is a big issue and waste; we have that in digitization campaign of German government too. because of data protection regulations, there is a big it-provider, that develops a 1 to 0.99 solution for several federal states separately. their project teams are not allowed to talk about their projects and developments. it's a shame for german tax payers (end customers), but of course the lead managers are happy as money is flowing in in abundance. forced inventing of the wheel, but cynical thinking: the leading managers won't really do so, as they optimize profit. Even if their people don't talk, they do...
