Understandable, but you already know what that would look like. Non-Citadel civilizations would devolve into religion, war, sociopathy and general insanity, as demonstrated by the third world. But, for what it's worth, this largely describes modern countries as well.
I'm assuming that life in the Citadels is somewhat similar to Night City from Cyberpunk 2077, where the majority slave away for the sake of the corrupt elite in the megacorporations (or oligarchs as they were termed in the films' opening summary) and local governing body.

Feels like a glimpse into the future with what companies like Monsanto are already doing, turning GMO plants they create (perhaps at some point the only plants capable of surviving the increasingly extreme climate) into intellectual property and prosecuting farmers for saving seeds. It doesn't seem far-fetched to think that the only means of agriculture will be privatized and only a select few will have access.
Monsanto sues farmers all the time if they don't buy Monsanto seeds and the farmers seeds get cross pollination from Monsanto seeds from a nearby field

I was trying to imagine a sentient A.I system that has extreme green issues that sees the planet being rapidly destroyed and decides to take action by removing humans from the equation to protect the planets ecosystem.
In these kinds of stories you'd expect them to show us what the citadels are like, but they don't, and I like that, the mystery leaves a lot to the imagination in terms of world-building.

Turns out the seeds were actually uranium pellets. Vesper should have paid attention, it plainly said "DANGER - RADIOACTIVE" on the drawer she took them out of. But Jonas is just as much at fault, he shouldn't have put uranium right beside the seeds. What the shell was he doing with uranium anyway? IDK, Lithuania being ex-USSR, maybe that's not so unusual? So, yea, Vesper died from radiation sickness :( ~pwallen1962
