Okinawa's bases were the ONLY deterrent in the face of that attack if it had happened. Until the reestablishment of new bases (costing billions) the US will never move from Okinawa. Seek a solution in bringing those who commit crimes to justice and explore the establishment of new bases in other SEA areas. Then you will see some action. But, you will need Trillions in upgrades for your own military or you will soon be occupied by someone who could care less about your concerns and only your slavery.

So there are many many cases of these crimes. We can find pattern in these multitude of crimes. Can physical descriptions of the suspects be provided? Perhaps there is a pattern in who the suspects are in these crimes. It isn't fair to blame the entire US military presence (J app aneez still need American military help afterall), but perhaps if descriptions of the suspects are provided, they Japanese can be more "aware" of potential risks and blame the suspects instead of the entire USA military.
I think okinawans can tell a difference between American soldiers and locals! They do the same in Hungary and Latvia and Germany and everywhere they go! There were thousands of these cases in Okinawa! But legally they can not be prosecuted so they do it over and over again without any consequences!
