It's what most japanese writers do with comic relief. In a sense it's realistic, because there are people that just look silly or are clumsy, no matter their background. On the other hand i think it's to make the other characters shine. Yusuke and Ryuji are other examples, although Yusuke is way less clumsy. In the end Junpei Iori is the endearing awkward guy that has a good heart but everybody makes fun of him, a sort of class clown if you will
