You can run the plate by looking at it and pressing one of the bumpers on controller it will zoom in and scan the plate, then go into your phone (with the map) and switch tabs until you find the plate
They actually do have tow trucks that lift the car instead of pulling the car on to flatbeds in certain countries and one of those countries and I'm certain is the the UK. Never ever let spoonbill drive and plus he couldn't get out because you were in an accident with a another driver. It seems like you guys got some learning to do on this game.
