    After reading the lyrics I think it’s mad stupid/disrespectful that they named the song with her name, he/they are talking as if they were blinded by the bystander effect but what’s the point of “asking for forgiveness and strength” as the lyrics says when you “contributed” to her death? And if he’s talking about something else than might as well not mention/use her name like that

      You said, "as the lyrics says" as if "asking for forgiveness and strength" was in the lyrics, but it's actually not. The song says nothing about forgiveness and he's not asking Genovese for anything. "Dear Genovese" aren't intro words to a letter; he uses "dear" to mean that Genovese was a precious person whose life mattered. The way I interpreted it, he is speaking to God to ask for the strength and courage to do the right thing even if everybody else just stands there doing nothing. He recognizes that there was a period of time in his life where his senses/emotions towards others became "dull" to the point that nothing really mattered to him; it was just darkness. However, "the truth" is that we all are responsible for helping fight against the darkness in the world; we shouldn't leave the responsibility to someone else. It's hard/painful to admit that, to take responsibility to help others at every opportunity, and to treat/care about all "strangers" the same way one does about family/friends. So I think that when he learned about Genovese, it made him feel regret for all the times he had the power to help a stranger but left the issue for somebody else to deal with. So even though he wasn't a witness to her specific death, he has had the same mindset as those witnesses before and has failed to take action before. I think this song is him saying that he's going to try to do the right thing from now on and hopes that God will help him to always do that. The song is dedicated to Genovese--hence her name in the title--who represents all victims who could've been saved (but weren't) had somebody taken it upon themselves to help. I think it's a great message--not "mad stupid/disrespectful" at all.
