Will scratch paper be given out to do these quick outlines for PB/OM/OD letter at most bar centers, if you know thanks and do you recommend doing this in the first 5 minutes.

For your first question, the task memo is general pretty clear on exactly what kind of document it wants you to create, so you should have a very good idea of what basic category you fall under. For your second question, generally most test centers don't give separate blank paper (although it can be jurisdiction specific, so feel free to ask yours!). But now that we are back to in person bar exams, the MPTs will be distributed as physical documents, and so you have margins and empty spaces to use for any writing. You could take a few minutes to do a rough outline, although we typically find it most helpful to create your answer document as you go, so you could type out your outline and fill in the details as you read. Of course, if you handwrite, then planning out your response with an outline becomes much more important since you can't easily add information into spaces like you can when typing.
