It's about the risk to life, if it's just property in the building, then there is clearly no need to rush or endanger anybody else! If someone was trapped inside it would be a different matter I'm sure?
Firefighting in the U.S. is a science and fires must be studied before acting. In third world countries and even in the UK, they simply use water right away to put the fire out.
I dunno where this is, but In grand rapids we have a quick response guy with a small hose, who goes at it right when the truck stops. He stops a ton of fire.
One garage fire I attended was caused by raccoons. The owner worried about them surviving in the winter. She left the door open about 6 inches so they could get in her garage, she left food out for them, and, she had an electric space heater running to keep them warm. We found it tipped over.
It was obvious the raccoons caused the fire by tipping over the space heater, but the owner was the ultimate cause of her own fire. She enabled the raccoons by allowing them to enter her garage, and having an unattended space heater operating.@@GoPoundSalt

Firemen always wait with a garage until it is well burning. They do this because there may be combustibles in there. They let the fire get big to see if anything explodes. Once they are sure if anything in there was combustible it would have blown up. then they start to put water on it. That is why you never wait for fire department to put out your garage fire. They will let it burn good first. You should have fire extinguishers and put it out yourself. They are not going to put it out until after it has engulfed everything. They let it get bigger on purpose. This is only for garage fires. .

I've never seen so many fire fighters at a garge fire, .... and yet it took them forever to get any water flowing. I'd rate their performance as POOR.
The fire department doesn't encourage individual initiative.
