It's by Zaha Hadid architects. See the building in Baku. Iraqi born Zaha Hadid, was initially inspired by Malevich and Suprematism. She combined that influence with the fluidity of the desert and Islamic calligraphy.
My main concern about China is that its economic infrastructure has grown so fast over the last 30 years, unlike most Western countries, whose cities had years to develop. This rapid growth will make China achieve success quickly, but it also puts China on a potential time bomb, as those buildings, roads, and bridges are often made of cement, iron and bricks, which only last about 100 years or even less. Imagine in the next 100 years, all of those buildings and infrastructure having to be demolished in a very short span of time. Would China be able to cope with that?....
What if China in its buildings has incorporated a technology that would allow the buildings to last longer than you think? What if they actually have that technology and it’s only known to them? (This is China right?) Possible!

斬新で未来的な曲線、素晴らしい文化センターですね。ここに限らず中国各地に驚くような建築物が建てられていて建築デザインの品評会のようです。それにしても長沙の変貌ぶりはすごいですね。古い話で恐縮ですが、私も1980年ごろ旅行で訪ねたことがあり、湖南省博物館で馬王堆出土の文物や遺体に驚きましたが、その当時の街並みとはまるで違う世界です。
