After Shirring and backstitching at both ends, the elastic seam to be pretty movable. Will we need to adjust the shirring elastic every time we put the garment on or do we need to tack it some how?

The backstitch should be enough, it is for me usually :)

It works best with non stretchy fabric and the fabric can't be heavy (corduroy, denim etc.) :) Hope that helps!
