Sometimes, even the Saudi locals will offer to help non-muslims get into Mecca or around the area with the Mosque in Medina and give them a guided visit.
As a result, some non-muslims have even seen the Kabba and even been near the tomb on the Prophet.
It's either the tourists breaking the rules or the locals(including group guides) helping tourists do it.

Trespassing upon the sanctity of Mecca without avowing the Islamic faith may be construed as a violation against public morality. In the Kingdom of Saudi Arabia, adherence to public morals is stringently enforced, and non-compliance with these moral precepts may lead to legal sanctions. Pursuing actions that go against the principles of morality or deviate from the tenets of the Islamic religion may lead to incarceration.

Surah 3:151: "We shall cast terror into the hearts of those who disbelieve (all non-Muslims)
Surah 2:191: "And kill them (non-Muslims) wherever you find them … kill them. Such is the recompense of the disbelievers (non-Muslims)."
Surah 9:5: "Then kill the disbelievers (non-Muslims) wherever you find them, capture them and besiege them, and lie in wait for them in each and every ambush …"
If its based on mutual respect why the hypocrisy in all these verses?
This verse was in the context of war, a battle between the believers and the disbelievers, the verse obviously does not refer to all disbelievers and it would be pretty clear if you had bothered to read the verses before and after this one. It is also important to note that in this battle, the believers were majorly outnumbered in relation to the disbelievers, which means that naturally, the believers weren’t as confident in their victory. So God strikes fear into the hearts of the disbelievers to help the believers win, as he is obviously on their side. Please try to read the verses surrounding it to understand the context behind each verse, instead of taking a singular verse or part of a verse in an attempt to make Islam look a certain way, and please try to read with an open and unbiased mind. Also when looking for explanations behind certain verses or their contexts or justifications, make sure you take it from Muslims or knowledgeable Muslims and not atheists or any other religion, as they are were you will find the right anwer.
Firstly, the verses you mentioned are not addressing all non-Muslims. Rather, they refer to specific historical contexts of conflicts between early Muslims and non-Muslims who were actively engaged in military aggression against them. In these contexts, the verses were referring to self-defense against those who were attacking Muslims, and they cannot be applied to all non-Muslims in a blanket manner.
Furthermore, the Quranic verses must be understood in light of the principles of Islam, which promote peace, justice, and compassion for all people, regardless of their religion. The Quran also emphasizes the sanctity of human life and prohibits the killing of innocent people.
It is also important to note that there are numerous other Quranic verses that emphasize peaceful coexistence with non-Muslims and prohibit the unjust killing of any person, regardless of their faith. For example, Surah Al-Mumtahanah (60:8) states, "Allah does not forbid you from being kind and just to those who have not fought against you because of your religion or driven you out of your homes. Verily, Allah loves those who are just."
In conclusion, it is important to understand the Quranic verses in their proper context and to avoid misinterpreting or selectively quoting them to promote a narrow and extremist agenda. The principles of Islam promote peace, justice, and compassion for all people, regardless of their religion, and this must be our guiding principle in our interactions with others.

"However, in the cities of the nations the Lord your God is giving you as an inheritance, do not leave alive anything that breathes. Completely destroy them-the Hittites, Amorites, Canaanites, Perizzites, Hivites and Jebusites-as the Lord your God has commanded you."
