While i select multiple phone numbers at "CHAT API" step and press save & send test request i get this error - "phone parameter should contain only numbers, start from country code and be 9-14 characters long" but if i input 1 number then there's no error. kindly help

Yes, it is possible. For your usecase, there is just a small action needed in this workflow after the Chat API -> Send Message action.
After the Chat API action click on the + icon and choose again Chat API app and select the "Send File" event from the drop-down. With this action, you can send images to Whatsapp by adding image links.
