As it wasn't a country at 1900 and only became a independent country in 1918. Is it like, 18 years younger or would it just like sit at the sidelines until it became independent in 1918?

Due to their being no form of reproduction due to the fact their 'father' is dead austria-Hungary is responsible for both countries yes,
