This may happen very rarely, in such case: (1) Choose a row in which basic variable(BV) is artificial variable. (2) If artificial variable is not present in BV then choose a row in which basic variable is slack variable. (3) If both BV are either slack variables or artificial variables then select any one randomly. (4) If both BV are decision variables then there is no any possibility of getting further better solution.
