Clever use of Destoroyah absorbing Shimo's DNA so her powers wouldn't work on him and getting stronger as a bonus. I imagine though that, if Destoroyah stuck around her corpse before leaving he could've absorbed more of her DNA and maybe unlock secret abilities of Shimo that were never used nor explained in The New Empire film and get even stronger that way. At least that's how I'm interpreting it anyway.
The reason why Skat king can control destroyer is due to him sucking Shimo blood cells just now before evolving the name would probably be Shimo destroyer
