In Episode 18, around 14:45 and just before the scene with the girl and her dog blown away, there are several people standing near the building and inside it. Among them are Conan and Jimsy from Future Boy Conan standing to the left, and some other characters I haven't recognized.
i wathced ide 2 times and know tomino is a crazy dude and this is his more bloody series but damn im still surprise just how many deaths there were in the early episodes (i wonder if victory has more deaths than this)
It's an allegory for mutually assured destruction. Remember that this came out during the height of the Cold War. And the main driver of the show is the Buff Clan and Solo Ship refusing to back down, refusing to negotiate, always trying to 1-up each other out of revenge... kinda like the US and Soviet Union (although we never directly fought, we damn near killed ourselves so many times that one guy got a medal for not launching nukes when their equipment showed false bogeys). Lest we forget that Tomino grew up in immediate post-Imperial Japan. Dude is old. He's seen firsthand how shitty war and its consequences are.
