Depends. After a long frosty winter the ground stays solid for some time. Best spots are area that were blanketed by snow early as the snow will insulate the ground and keep it somewhat thawed. Not always the case but seems to help the situation.
Dont know about a year ago, but....... Metal detecting in Toronto Parks on any turf or grassy areas are a bylaw infringement, only beach or sand covered areas in parks are allowed metal detecting in Toronto parks
The pin seems to related to the order of the garter and the royal engineers. It's likely British origin and probably pretty old.

The heart buckle is a civil war era item. They are called confederate bedroll buckles. I found one at a confederate camp.
