So correct me if I'm wrong but I am pretty sure that people who played Steve purposely made him seem like a C or D tier character until the game was not receiving any more balance updates and then they immediately showed his true power
Bit late to this conversation, but steve is actually not too hard in the grand scheme of things. Other characters like kazuya, diddy, pikachu, rob, ice climbers and etc are much harder
