I'm of the opinion of: Even though Izuku was quirkless, he still has his intelligence. He could have been the first quirkless hero. Quirks aren't everything because even with quirks, they have seriously drawbacks that can be detrimental to that person's health like Bakugo or Kaminari. Or even Mina.
