You can apply to Tamil Nadu based on your details. But, you need all supporting documents in Tamil Nadu, like nativity certificate, Aadhaar card, address proof and also parents school certificate, community certificate, ration card, etc. I am unable to find any clauses under Karnataka for your scenario. So, please double check whether you are eligible under Karnataka.
