I'm guessing that tying his hair is not that painful but he just doesn't like the idea of getting his hair tied just like her sister in other video, and as soon as he saw his father smiling after getting his hair tied he might have thought that tying his hair makes her father happy so he have to follow or get his hair tied... It's just my guessing though
in my opinion he felt bad because of screaming at his father then he hug for apologising.
