20:40 filler is any episode of an anime that does not contribute to the plot in any way shape or form. this is usually done when the anime is catching up to the manga so they have to give a break to allow more chapters to build up. Basically what madara did was stop this climactic arc jam packed with action completely to having a bunch of e[isodes that were vanilla day in the life type episodes that never seemed to end.
