The change/departure in tone IS what makes this deleted scene so funny. The movie was fairly lighthearted so to watch Bruce take a dark, sadistic satisfaction from giving Evan a horrible nosebleed is hysterical and out of left field by comparison to the final cut.

Parts of this scene was funny like Evan screaming while his head was on fire (absurd comical) and the sportscaster trying to put the fire out in a sissy fashion. Those were comedic, it would be okay if they were never cut. The part when Evan's freaking out while his nose bleeds at an alarming rate and then cuts to Bruce's face is a bit of a disconnect and frankly takes a darker turn. Bruce doesn't come off as a jokester who's misusing God's power and comes off more of a villain.

He obviously wishes for his wife to be brought to lie, but she would be resurrected as a zombie (with her memories intact of course). Her look was very much inspired by Jack Goodman from An American Werewolf in London, and slowly she’d return to how she looked like when she was alive. It didn’t happen because of the massive failure of Evan Almighty.
