Whatever you believe is what will happen. If you want a successful career in HR, you'll get it. There is no easy career. You have to work for what you want. So, I'll say it's not true, but could be true.
I absolutely don't get the part of "Canadian Standard Resume". You're simply offering to lie? I have certain experience and degree. I have it! It's in the past! You can't change it! It is what it is. And it has to fit the position, which is offered by a certain company. If it doesn't fit - it doesn't fit then! You shouldn't "tailor" and lie in the resume to try to fit those requirements. You will never find a proper job with such attitude. You will never find a real friend, partner or husband with such attitude. If you don't have a needed experience or knowledge, go and get it. You will not get this job by just "tailoring" resume for it. Sure, "tailoring" resume takes a lot of time and energy. Because you have to make a certain lie for each and certain vacancy. It's much harder than just to be honest and open. Lying takes much more time and energy. Always. Like Abraham Lincoln said: "No man has a good enough memory to be a successful liar".

You will need to take HR courses if you do not have any experience in HR. May be best if you enroll in an HR Management program.
