新竹別名「風城」，該樂曲由新竹青年國樂團委約創作，是一首以吹打樂器為主軸並帶有東北音樂風格的民族管弦樂作品。樂曲採用北方民歌《月牙五更》為主要素材，變奏呈現並加入富有現代感的節奏以及嗩吶高亢的旋律，表現了現代北方人民粗獷豪放、祥和、安逸、和諧、豐富多彩、歡樂美好的幸福生活。

Hsinchu, Taiwan, is known as the Windy City subject to its wind-abundant climate. The majestic and expansive Chinese symphonic work, “The Windy City Overture,” commissioned by the Hsinchu City Youth Chinese Orchestra, draws upon musical genres of the Northeast and is heavily orchestrated with Chinese wind and percussion. The work adopts and variates the Northern folk song, the Crescent Moon at Midnight, as the primary material. The incorporation of modern rhythms and the resounding melody of Suona expresses the spirit of today’s Northerners - straightforwardness, vigor, peacefulness, homeliness, harmoniousness, fruitfulness, and happiness.
