You are supposed to put 1Mohm bleeder resistors across 400V DC capacitors, so they slowly drain when power is disconnected. The rest of your setup is unsafe too, but leaving the capacitors with an unknown charge is asking for problems. Granted they are probably old enough to self discharge, but I doubt it's to 0V.
I recommend loosing the MOT and just build a full bridge rectifier and plug it into the wall. Less dangerous. Also, never touch the terminals of a capacitor with your hand, one day you might do that and one of the caps could still have charge after discharging and you will get a nasty jolt. Please read into more safety. Also do more research. My single 200v 470uf cap can produce the same effect if not very simular. Look for capacity not voltage and size.

The energy stored in a capacitor increases exponentially with voltage. E=.5*c*v^2. This is the reason I chose to go with a higher voltage. The explosion when this capacitor bank is shorted is far better in person.

i have around 70 of these caps one of those caps cuts loose on that carpet and you better hope your parents have good home owners insurance and you will be living on the streets while your house is being rebuilt

I want to know if you can give me advice, maybe in a video but basically I want to make a rapid charge and discharge capacitor bank that operates of a cars 12v battery or alternator. I want to experiment with a hydrogen cell using pulse dc to create the electrosis at high voltage and my cell would behave much like a dump coil minus the explosion/shrapnel lol....the idea is to avoid using a electrolyte in the water. Thoughts?

You don't know what you're talking about. Joule is a measure for energy, so you can convert it to power (watts) over period of time (seconds or hours), and you don't even mention time in your post. If you drain out the stored energy of 520J over an entire hour, it's only 0.1444 watts = 520 / 3600 sec (1 hour) If you dump it over 1 second it's 520 watts, so yes this would be 1.3 amps at 400 volts. BUT if you dump it over a fraction of a second, for example 1/100th of a sec, you can get 52000 watts, which will put through a human (10000 ohms) 2.2 amps at 22800 volts, i.e. can kill you.

You don't understand that 520 Joules is an amount of energy and it can provide certain power (watts) over CERTAIN LENGTH OF TIME! You can not convert Joules to Amps/Volts/Watts without considering a period of time! Let's be honest, you just plugged 520 Joules into a calculator and got 0.14444 Watt Hours back, but couldn't even quote that properly and said "0.14 amps" 😂 😂
