I think you’re right, the subtitles are just trying to translate a joke of mispronouncing his original Japanese name and they did it in a weird way

It's pronounced more like On-gard. The joke in japanese is more or less the same. Phoenix pronounces Ohtoro with an upwards tonality, but Gumshoe pronounces it with a downwards tonality.
