My theory is that Twobert is actually from a Mitosis after Bettel got into Holostars so they were both technically the same person as such Cover granted him 3D!
tbh it sounded like he sent in a voice recording because if we pay attention to the timeline, twobert likely wasn't in japan with bettel for the 3d taping. Still is very cool that he was involved in some capacity.
