I know Crystal Dragoon's first appearance predates the Balmarians but I think it's really interesting that he is also a sentient purple crystal construct that somewhat self propagates. He doesn't have HP regen, but I wonder if Dark Brain returns, if he'll be linked to the Zfylud crystals in that he either experimented with them and created Crystal Dragoon or left them on Balmar for some reason reason known only to him.

I doubt it and I hope not. Dark Brain's group of cartoon characters really didn't fit into the OGverse. At least Skull Knight was funny. This guy and Debu were just filler material.
