The original creator chose the name 'Gallagher' because the show was set in Manchester, England which is the hometown of Oasis. Also Noel and Liam were notoriously drunk and rowdy back in the 90s so the UK audience would naturally associate the name Gallagher with the type of crazy behavior you see in the show.
