I think this was a very healthy change, allowing players to be able to clear shatters normally with the recent nerfs, but also maintaining the difficulty of the "hardest current dungeon in the game" for hardcore players to enjoy. I think this approach is very good in terms of dealing with dungeon difficulty. I was thinking this would be a great addition to replace heroic dungeons with, but due to their normal variantes being so common, they should have a chance of spawning. What I propose is that every UDL, Abyss, Magic woods, Sewer, Mad lab, etc should have a chance to spawn with the ability for players to perform an action to turn the dungeon into its heroic version. Heroic versions could give tons of the type of potion, maybe guaranteed white bag to 1 person, or maybe some other loot. But ofc, these would be significantly harder. A detailed example could be this: Abyss of demons. Imagine you enter an abyss, and you see a special pillar in spawn. This would let you know that the dungeon has generated the ability to turn it into hard mode. You would then have to rush/clear around looking for all the pillars to activate them. Once done, when you reach the boss room it will be in hard mode; and will have all the added difficulty with a good prize as reward for surviving it.
I think a better way to give heroic/hard mode gland dungeons is just make them drop out of lucky gods or make them have a chance of spawning out of them
Make it like lair of draconis! In hard mode o3 you'd have to defeat all bosses with variants according to the order you chose to defeat them. Make it so the first is rng so people cant always chose the easiest pattern! Each variations would affect the final fight by adding elements from the order selected
