I really love and like that greatest romantic kiss between Steve Rogers aka Captain America and Sharon Carter aka Agent 13 because this also has been true to the comics and NEVER shy away from adapting what's happened inside the comicbooks.
Gotta blame Natasha, for the Sharon & Steve kiss. In Winter soldier Nat teased Steve about his kissing. Like most guys, they want to be known as good kissers. Before he knew about the relationship between Peggy & Sharon, Steve was attracted to Sharon. He wanted to kiss her to see if he still was a good kisser. Sam & Bucky gave Steve the 'look', and that was that. I still see Sharon as a good character, and not evil. She was on her own, trying to make it, in a very bad environment of bad guys and weapon dealers. When it came to helping Bucky & Sam, she choose to help the good guys.
This question should be asked to the Russos or the writers. Because from the outside, it looked like a scene where they were setting up a potential future for Steve and Sharon, which maybe got cut short because Chris decided to leave after Endgame. I mean, with Chris leaving, they really had only two choices, which is either do a Steve and Peggy ending or have Steve die. They didn't want to do the latter since that ending had already been mapped out for Tony. I think my issue with the kiss was that at this point, Sharon came off as a it of a devoted fan girl of Steve. I think it was just a writing miscalculation

Lets be honest - Sharon and Steve's kiss was more a fan service to the comics. In the comics, Sharon is Steve's primary love interest. In the MCU, they decided to make Peggy the main love interest. So, fan service that maybe shouldn't have been included. But if Star Wars fans can move on from Luke and Leia kissing, they can get over Sharon and Steve kissing haha.
I think the difference is that both Steve and Sharon know their connection to Peggy at the time of the kiss whereas Luke and Leia didn't know their personal connection at a time. Which is why that kiss seems a little extra icky.
