You can change the PWP conditions. Make an end PWP zone where you want to drain the water. That will work. You can make a specific drainage line with high permeability in the middle of the dam.

Regarding tectonic stress, i don't. Regarding effective stress, subtract total stress from pore water stress.

What is the sign convention for pore water pressure!
Positive pore pressure means there will be seepage. Negative pressure will mean suction.

you have to combine the hydrostatic pressure with atmospheric pressure in PWP BC dialouge

I am not talking about geostatic stress. I am talking about pore water pressure boundaries. For example, at free boundaries, the pwp will be zero.
Sir why didn't you defined the pore pressure for the entire domain, i mean there must some initial pore pressure inside every pore?
Yes, you can define it based on the literature or experience. I omitted it to keep it simple.
