Toilet paper over or under is when you are looking at the roll of toilet paper on it's little roller-dispenser thing and if you prefer it to roll over the top of itself and come down in front of itself, or if you prefer the toilet paper to hang behind itself and pull down. It's hard to describe. Maybe Google would be better. But it's like a question I've heard many times before and I think it's supposed to be funny. Not knocking the person asking it either, just saying I've heard it before and it's not a "gross" type of question. It's like asking if you prefer lemons or limes.
