No, it not it's only illegal to mine jet, and all the mines have now been closed . it's completely fine to pick up on the foreshore as it washed in with the tide . This is the only method that the local whitby jewellery shops can use to still obtain jet !
@onemanandhispan Yes, picking up from the SAND is fine, you are not allowed to cut into the rockface, as far as I am aware. There has been too much erosion along this coast ...

It can be found down the coast in Norfolk and Suffolk after a blow. Had many a piece over the years.
