I looked it up, a after I watched the VoD, because it's an odd statement. Apparently, in some States, a gas, possibly methane, is mixing with the water supplies & actually makes water ignite-able. It can literally burn. Not a thing in the whole country, though. And widespread enough, not to give away her location, it seems.
