It's mortar, actually, and, sincerely, apart from some mortar used for shape correction of the temporary structure (just to support the little triangular brick pieces), I don't see it used between the temporary bricks that will fall when the wood is removed. AFAIK that's exactly a "by the book" wooden centering and temporary brick design, a very common, quick and cheap solution to make an arch. It's in use since roman times - and it's still common today in small jobs like house renovations, etc - even if Romans, in most cases, didn't use mortar, relying instead on the precision of their stone dressing (especially for the central wedge that's the "trick" on which that kind of arch is based onto). IMHO. 🙂

At 1:00 what the narrator don't know/don't explain is the person driving the tow truck is actually the truck owners, the one being towed, who was so infuriated at getting towed he stole the tow truck from the tow truck driver..... He was arrested for a variety of charges!

That's how and why arches have been invented: designed with voussoirs (the arch stones/bricks) and, above all, the central wedge, the trapezoidal shaped stone or brick that - pushing from top - help shifting the combined forces (gravity, too) to the sides. Bricks like those, simply "glued" upended with mortar are going to give up sooner or later (if not instantly), AFAIK. Unless we use other fixing devices and some very peculiar mortars (I remember once using a chemical mortar - epoxidic, IIRC - that was like a very strong cement, a glue practcally, it was amazing but extremely expensive).
