The product can not be approved by the FDA for solving the spiritual matters. That will be absurd. The drug being vetted can be done based on what the drug is being described or expected to cure. In this particular case, the lady's product was for topical use and not oral use. Therefore the vetting can be done for effects of the drug on the skin and not necessarily its effect when consumed. I however agree that FDA should have stated categorically if the product was vetted or not. That would help avoid the confusion.
