If i need to rotation some circle blue(in your clip) and that circle still move around(still rotation around mid anchor like in your clip ) how i can? It look like Ferris wheel but i need shake or wiggle(i doesn't sure for my speaking) to Ferris wheel seats

In the starting of the video some circles are in white color how do I change it ? I tried by adding in contents of the shape layer could not change it
